A RESOLUTION CREATING A TECHNICAL REVIEW
COMMITTEE TO ASSIST CITY OFFICIALS AND THE
PLANNING COMMISSION IN CONSIDERATION OF,
POSITIONS ON5 AND DECISIONS CONCERNING THE
VARIOUS FLATS, PLANS, PROPOSALS AND REQUESTS
THAT COME BEFORE THE JOHNSON PLANNING
COMMISSION.
WHEREAS, there are numerous aspects of the duties of the Johnson Planning
Commission which call for very specialized information and technical knowledge.
WHEREAS, the City Council desires to create a technical review committee to assist the
Planning Commission — as requested by the Commission or as provided herein - which
committee shall advise the Planning Commission as needed/reqrired.
BE IT RESOLVED BY THE-CITY COUNCIL OF JOHNSON, ARKANSAS, That:
Section 1: There is hereby created an advisory committee for the technical review of
plats, plans, proposals and requests which are/to be presented to the Johnson Planning
Commission, the committee shall be known as the Technical Review Committee. The
Committee shall have such duties and be made up as hereinafter provided and shall perform such
sendees, for the Planning Commission and the City Council as may be hereinafter or hereafter set
forth and specified.
Section 2: These shall be the initial duties of the Technical Review Committee
(hereinafter referred to as the "Committee"):
a) to review for technical compliance with Johnson ordinances and
professionally recognized standards such plats, plans, proposals and
requests as shall be submitted to the Committee pursuant to Johnson
ordinances or resolutions, rules of the Johnson Planning Commission or
by operation of law;
b) report in writing and/or by way of liaison 1:0 the Johnson Planning
Commission its findings, opinions and recommendations concerning plats,
plans, proposals and requests it has received;
c) to investigate new or potentially helpful processes or equipment with a
view as to how it could be used to aid or improve City Planning programs
or processes;
d) adopt such rules and regulations as are necessary for the conduct of

business at their meetings and concerning their assigned duties and
procedures for accomplishing same; and,
e) perform such other duties and conduct such other activities as the Council
or Planning Commission shall from time to time assign or request.
Section 3: A) Composition, Compensation:
1) The Committee shall be composed of the following:
The developer's representative, at least one member of the Johnson
Planning Commission, the City of Johnson Building Official, a
representative of the City's engineering firm, and a representative from
each public utility servicing clients/customers in the City of Johnson,
including but not limited to.
a) telephone service
b) electric companies
c) water and sewer departments
d) cable/dish television companies
e) gas companies
and a representative from the Northwest Regional Planning Commission;
a representative of the Johnson Police Department and a representative
from the Johnson Area Volunteer Fire Department.
2) All members of the Committee shall serve without
compensation as to their duties on this Committee, however, if they are
"on the job" with respect to their full-time employment with the City or
another employer this provision shall not override their employment
arrangements/agreements.
3) The terms of the members of the Committee shall be
determined by the committees, departments, companies and organizations
each member represents.
B) Meetings of the Committee and Responsibilities:
1) The Committee shall meet at least quarterly and otherwise
as determined necessary by the Planning Commission. The Committee
shall determine the dates for each meeting either by setting it on a
particular day of the month each month or at each Committee meeting,
they shall then and there select and announce the date and time for the
next meeting(s). However, should the committee choose to select the time
and the date for its meetings on a non-regular basis, the Committee shall
post, in five (5) public places, as determined by the City Council, a notice,
at least ten (10) days before the next meeting of the place, date and time

for the next scheduled meeting. The Mayor, Recorder-Treasurer and each
Council member shall receive an email notice of each committee meeting
at least ten (10) days before each meeting.
2) The Committee shall advise the Planning Commission on
the various items submitted to the Committee for review. Annually, in
January, the Committee shall advise the Planning Commission concerning
ideas or proposals to improve the function of the Committee.
