November 13. 2007


Mayor Lonnie Barren called the council meeting to order at 6:OO PM.
Present were Aldermen MelissJa Tomiinso-n, Bill Burnett, Buddy Curry, Tom Bramlett, Bob Fant and Clay Dodson. Also
present were Police Chief Vernon Sisemore, Cfty Attorney Danny Wright, Recorder/Treasurer Jennifer Allen, Street
Superintendent Randy Birchfield, Fire Chief Matt Mills, and Building Official Matt Bailey.
Mayor Barron stated he inadvertently ieftthe regional ambulance proposition off the agenda and it would be discussed
during unfinished business if a representative was available.
Mayor Barron asked for a motion to approve the minutes of the October 9, 2O07 Council meeting. Bob Fant made a
motion to approve the minutes as written and Buddy Curry seconded. Ali approved.
Monthly Report ofJDepartment Heads:
Police Chief Vernon Sisemore stated ft had been an uneventful month-and that year to date calls for service were up
59%.
Fire Chief Matt Mills stated the Johnson Area Volunteer Fire Department had answered 234 calls for service year to
date, up 7O% in the last two years. Chief Mills stated the JAVFD had received a grant from the RSCfor hose line and
radios.
Street Superintendent Randy Birchfieid stated there had been a good meeting of the Parks and trails committee.
Birchfield thanked TomHnson Asphalt for the kind donation of the two pieces of playground equipment they purchased
for the park. Tom Bramlett asked why the dumpster had been moved in front of the church. Birchfield stated the trash
truck was having trouble maneuvering around vehicles parked behind the building. Mayor Barron stated he would see
that the dumpster was moved.
Building Official Matt Bailey stated 13 permits had been issued and he had made 42 inspections including 4 new
businesses. Bailey stated he had addressed 50 code complaints and 43 of those had been closed. Bailey stated he
was culling old building permrt files.
Recorder/Treasurer Jennifer Allen stated she had worked with Rrst Security Bank to raise the interest rates being
earned on city checking accounts from O,5% to 3.0%, an increase of SOO percent. Allen stated the interest earned on
the General Fund in September was $170 and En October was $738,
Alien stated she had been shopping for different medical insurance for the employees because the Municipal Health
Benefit Fund (MHBF) has the crty at the top classification with the highest premiums on their scale and would not drop
the deductible below $5OO.OO. Alien stated the premiums were so high because the city's payout ratio was over 200%.
Allen stated she had shopped a number of plans and the two best known were Blue Cross/Blue Shield and United

Healthcare (UH), both with nationwide networks and accepted by local doctors. Alien stated the best preliminary bid
came back from United Healthcare and was Jess expensive than MHBF. Allen stated in comparing UH with MHBF, both
had Delta Dental and vision coverage, the main difference being in the limitations in coverage, which are much higher
with UH. Allen stated that UH has true co-pays, $2O toga to primary doctor and $40 to go to a specialist with no
deductible. The $500 deductible only comes into play with out patient surgery or hospitaiization. Fire Chief Matt Mills
stated the JAVFD is on UH and have had no problems with the plan. Discussion was had. Bob Fant stated he thought
MHBF was great insurance and he didn't like UH. Buddy Curry stated the city shouid get the cheapest rate to save
employees money because ft is a gamble every year as to what the rates will be. Curry madea motion to accept UH
and was seconded by Tom Bramiett Roll call: Melissia Tomlinson, abstain; Bill Burnett, abstain; Buddy Curry, yes; Tom
Bramlett, yes; Bob Fant, yes; Clay Dodson, no. Mayor Barron did not want to vote. Bob Fant stated he would have liked
to have had the information sooner and Allen stated the fax with figures came in at 5:19 this evening. Allen stated the
MHBF had their board meeting to determine rates on Nov. 7th and we got our tetter from them on Nov. 9^. Allen stated
she worked all day on Nov. 12^ when the office was closed for Veteran's Day to try to get a better deal for the city and
our employees. Mayor Barron stated we wouW come back to this topic later, that there were a lot of other items on the
agenda.
City Attorney Danny Wright stated he was working on an appeal with a bail bondsman. Wright stated there have been
2-3 trials per court date recently which is unusual.
Mayor Barron stated Alderman Melissia Tomlinson had requested to be added to the Parks and Trails committee.
Mayor Barron asked for a motion to appoint her to the Parks and Trails Committee. Bob Fant madea motion to
approve Melissia Tomlinson's appointment to the committee and Buddy Curry seconded. All Approved.
Mayor Barron stated he had a request to appoint a Johnson Festival Commrtteeand he had sent the council a list of
mostly local business people who ail volunteered to be members of this committee. Jarnes Going, a Johnson citizen in
the audience, asked to be added to trie committee. JAVFD Chief Matt Mills asked that Konrad Anderson be added to
represent the JAVFD on the committee. Mayor Barron added these names to the list Buddy Curry asked that when the
date was set and plans were made that they corne back to council and Mayor Barron agreed. Buddy Curry made a
motion to approve the appointment of this committee and Bob Fant seconded. All approved.
Mayor Barron stated the Parks and Trails committee has met twice and 4 people have expressed interest in donating
land including 2 along Clear Creek. Mayor Barron stated Danny Hale has said there are grants for trails available.
Mayor Barron stated Bill Burnett and Dan Cross are meeting with Fayettevilie to discuss tying on to their trails.
Mayor Barron stated Danny Hale will apply for the fire truck grant when it opens again.
Mayor Barron stated next Tuesday the city was havinga Thanksgiving Luncheon and invited the Fire Department, Police
Department and Aldermen to come. Mayor Barron stated the city was fumishingthe meat, bread and drinks.
Mayor Barron stated that he ahs worked on 48th Street Mayor Barron stated he has met with numerous engineers and
got figures on an estimated cost late today and he had given the council the numbers.

Mayor Barren introduced ORDINANCE 2007-13: AN ORDINANCE ADOPTING NEW ZONING REGULATIONS AND
OFFICIAL ZONING MAP FOR THE CITY OF JOHNSON, ARKANSAS, REPEALING THE OLD ZONING ORDINANACE AND
PREVIOUS OFFICIAL ZONING MAP THE DATE THE NEW REGULATIONS GO INTO EFFECT AND FOR OTHER MATTERS
RELATED THERETO. Mayor Barren stated a public hearing on this ordinance had been held on Monday, October 29,
2007 at 6:3O pm with no negative input Mayor Barren asked for a motion to read the Ordinance by title only. Clay
Dodson made a motion to read the ordinance by title only and was seconded by Buddy Curry. Roll call: Melissia

PROCEEDINGS AND MATTERS TO BE BROUGHT BEFORE THE JOHNSON CITY PLANNING COMMISSION REPEALING
ALL ORDINANCES AND/OR PARTS OF ORDINANCES IN CONFLICT HEREWITH AND FOR OTHER PURPOSES. Mayor

Mayor Barren introduced ORDINANCE 2OO7-18: AN ORDINANCE AMENDING ORDINANCE NO. 157 AND
DETERMINING THATTHE AMOUNT OF BUSINESS LICENSE FEES SHALL BE SET BY DULY ENACTED RESOLUTION
AND FOR OTHER PURPOSES. Mayor Barron stated this allows the cost of a business license to be set by resolution but
that the council would not be voting on the resolution tonight Mayor Barron asked for a motion to read the Ordinance

ORDINANCE 2O07-18 was approved and will go Into effect in 3O days.
Mayor Barron stated this was the last time the council would meet to discuss the requested TIF for The Steps at Joyce
before the TIF would be voted on at next month's council meeting. Mayor Barron encouragsd the council to ask any
questions they might have. Tracy Hoskins, president of Paradigm Development and Steve Ramsey, project architect,
talked about their design and vision for the Steps at Joyce. Kathy Deck from the U of A talked about the results of an
economic impact study done on the feasibility of a TIF district to pay for the infra structure. Deck slated the developer
is entirely responsible for the payments of principle and interest on the bonds sold to raise capita! to build the infra
structure of this development and the city would have no liability for these payments. Discussion was had. Mellissia
Tomlinson stated other developers raised capital on their own for their projects and she was concerned about getting
involved in a TIF rather than havingthis group pay for the Improvements on their own. Buddy Curry stated if the TIF
passed it would speed up the process of getting the development done and making sales tax doIIars.Tom Bramlett left
at 8:00. Discussion of the pros and cons continued. Mayor Barron stated the council will vote on the TIF issue next
month.
Mayor Barron went back to the employee Insurance issue. City Attorney Danny Wright stated Mayor Barron abstaining
from voting makes the tje vote null. Melissia Tomlinson asked R/T Jennifer Allen to pole the employees and see what
they want. Mayor Barron stated he was concerned about the company. Discussion was had. The council set a Special
Council Meeting for Tuesday, November 20, 2007 at5;OO pm to get more Information and have employees and an
insurance person present for questions and discussion.
Mayor Barron asked fora motion to pay the bills for the Genera! and Street Funds which the council had reviewed.
Motion to pay these bills was made by Bob Fantand seconded by Melissia Tomlinson. All approved.
Mayor Barron asked for a motion to adjourn which was made by Bob Fant and seconded by Buddy Curry.
All approved and the meeting was adjourned at 8:28 PM.
