Mayor Lonnie Barron called the council meetingto order at 6:03 PM.
Present were Aldermen Melissia Tomlinson, Bill Burnett, Buddy Curry, Tom Bramlett, Bob Fant and Clay Dodson. Also
present were Police Chief Vernon Sisemore, Fire Chief Matt Mills, City Attorney Danny Wright, Street Superintendent
Randy Birchfield, Building Official Matt Bailey, and Recorder/Treasurer Jennifer Allen.
Mayor Barron asked for a motion to approve the minutes of the September 11, 2007 council meeting. Buddy Curry
made a motion to approve the minutes as written and Bob Fant seconded. All approved.

made a motion to approve the minutes as written and Buddy Curry seconded. All approved.
Monthly Report of Department Heads:
Police Chief Vernon Sisemore stated there had been 26 new cases and 18 of those had been closed. One unattended
death was determined to have been by natural causes and another was ruled an accidental o.d. Chief Sisemore stated
that for the first time in a long time there were more warnings issued than tickets. Chief Sisemore stated Rachel Duck
had been hired to fill the position left vacant when Barbara died.
Fire Chief Matt Mills stated the Johnson Area Volunteer Fire Department had answered 210 calls for service year to
date. Chief Mills stated Saturday October 13, 2007 the JAVFD would like to set up in the park from 10:00 am to 1:00
pm with info available and geared towards kids for National Fire Prevention Month.
Street Superintendent Randy Birchfield stated he had received a letter stating the Pepsi machine in the park was being
pulled out. Chief Sisemore stated he would like to get a machine by the PD so it is available on court nights. Birchfield
stated his crew was goingto 7:00 am to 3:30 pm winter hours time schedule. Birchfield stated the fall clean up was
not as busy this year. Birchfield stated he had received a concrete work bid of $7,550.00 turnkey for the following
projects: footingfor an 8 foot block wall behind City Hall with steps, drainage on Mary Drive, an aggregate circle
around the flag pole with a sidewalk and block wall in front of City Hall. Bob Fant was concerned with these items not
being in the budget. Mayor Barron stated the flag pole and flag had been donated by Fadil Bayyari, and the budget
concerns would be addressed.
Building Official Matt Bailey stated 4 building permits had been issued and he had addressed 125 code complaints.
Bailey stated he was culling old building permit files.
Recorder/Treasurer Jennifer Allen had nothing to report
City Attorney Danny Wright stated he had met with Asst. Chief Herb Beitel who has new forms for a notice from the
judge's office stating that to get grant money the city needs a new fire protection agreement with the JAVFD for 2007-
2008 to be drawn up. Wright stated he was looking at the $1,864.00 bill from Waste Management for the clean up he
thought was free. Street Superintendent Randy Birchfield stated only one clean up a year was free in the contract.
Wright suggested getting proposals for trash pick up from other companies because the contract with Waste
Management expires at the end of the year. Wright stated he needed names and legals for the project on Mary Drive.
Mayor Barren stated that Jacqueline Brookshier had been hired as Administrative Assistant to fill the vacant position at
city hall.
Mayor Barren stated he would like to appoint a new Parks and Trails Committee to save our green space, Mayor Barron
stated Alderman Bill Burnett had graciously volunteered to be chairman with Randy Birchfield, Dan Cross, Bob Bova,
Sue Bova and Jane Barron as members. Bob Fant made a motion to approve this committee and Buddy Curry
seconded. All Approved.
Mayor Barron stated the tenants of the rental house had given notice and they would be moving out by November 15,
2007. Mayor stated the US Marshalls Office may be interested in opening an office there if it would work.
Unfinished Business:
Tracy Hoskins of Paradigm Development introduced Kathy Deck from the U of A who talked about the economic impact
study results of a TIP district to pay for the infra structure at a new devotement called The Steps at Joyce. Deck stated
the developer is entirely responsible for the payments of principle or interest on the bonds and the city would have no
liability for these payments Discussion was had. MellissiaTomlinson stated she was concerned about the validity of a
TIP rather than having the developers paying for the improvements on their own. Buddy Curry stated he would like to
see hard copy of the proposal and the study. Curry stated there was nothing showing a "blighted" area and asked
about the legal definition of "blight." More discussion was had. Mayor Barron stated the council will listen again next
month.
New Business:
Mayor Barron introduced ORDINANCE 2007-13: AN ORDINANCE ADOPTING NEW ZONING REGULATIONS AND
OFFICIAL ZONING MAP FOR THE CITY OF JOHNSON, ARKANSAS, REPEALING THE OLD ZONING ORDINANACE AND
PREVIOUS OFFICIAL ZONING MAP THE DATE THE NEW REGULATIONS GO INTO EFFECT AND FOR OTHER MATTERS
RELATED THERETO. Mayor Barron stated this ordinance would be tabled until the next meeting because the
completed zoning map required was not ready. Mayor Barron stated a public hearing was scheduled on Monday,
October 29, 2007 at 6:30 pm.
Mayor Barron introduced ORDINANCE 2O07-14: AN ORDINANCE REPEALING ORDINANCE 2004-05 AND ALL
OTHER ORDINANCES OR PARTS OF ORDINANCES WHICH ADDRESS THE METHOD OR MANNER IN WHICH
BUILDING PERMITS. PLAN REVIEW FEES, PERMIT EXTENSION FEES AND/OR RE-INSPECDTION FEES ARE
CALCULATED OR DETERMINED AND DETERMINING A NEW PROCESS FOR CALCULATING BUILDING PERMIT FEES,
SETTING PLAN REVIEW FEES, PERMIT EXTENSION FEES AND RE-INSPECTION FEES AS WELL AS FEES FOR ALL
TYPES OF PERMITS AND PROCEEDINGS BEFORE THE CITY COUNCIL OR PLANNING COMMISSION, DECLARING AN
EMERGENCY TO EXIST AND FOR OTHER PURPOSES. Building Official Matt Bailey stated the schedule from ICC
adjusts every six months and trie purpose of this ordinance is to put Johnson in line with other communities fee wise.

immediately.
Mayor Barron introduced ORDINANCE 2007-15: AN ORDINANCE ADOPTING A NEW MASTER STREET PLAN AND
MASTER STREET PLAN MAP FOR THE CITY OF JOHNSON. ARKANSAS, DECLARING AN EMERGENCY TO EXIST AND
OTHER MATTERS RELATED THERETO. Mayor Barron stated a public meeting had been held and the ordinance had
been approved by the Planning Commission. Tom Bramlett asked why a street plan is an emergency. City Attorney
Danny Wright stated that in order to pass the new zoning ordinance the master street plan must be in effect. Bob Fant
stated we could approve the ordinance without an emergency clause. Wright agreed and stated it would go into effect
in time for the zoning ordinance to be approved at next months meeting. Mayor Barron asked for a motion to read the

Mayor Barron introduced ORDINANCE 2O07-16: AN ORDINANCE LEVYING ATAX ON THE REAL AND PERSONAL
WITHIN THE CITY OF JOHNSON. ARKANSAS, FOR THE YEAR 2O08 FIXING THE RATE THEREOF AT 5.0 MILS AND
CERTIFYING THE SAMETO THE COUNTY CLERK OF WASHINGTON COUNTY. ARKANSAS. Mayor Barron asked for a

Mayor Barron introduced ORDINANCE 2007-__: AN ORDINANCE APPROVING AN INTERLOCAL AGREEMENT FOR
AMBULANCE SERVICES (-AGREEMENT') BETWEEN WASHINGTON COUNTY, ARKANSAS (-COUNTY") AND THE
CITIES OF ELKINS, FARMINGTON, FAYETTEV1LLE, GOSHEN, GREENLAND. LINCOLN, PRAIRIE GROVE. WEST FORK,
WINSLOW AND JOHNSON ('CITIES"). City Attorney Danny Wright stated this must go through the Attorney Genera! to'
be approved and it will come back next month with any adjustments or modifications.
Street Superintendent Randy Birchfield state he had received 4 bids on a new snow plow blade and spreader.
Birchfield stated the lowest bid was $8460 from G & M supply in Columbia, MO. Buddy Curry asked if this was in the
budget and Birchfield said no. Discussion was had. Clay Dodson stated there was value in having two. Melissia
Tomlinson stated the Street Department does a great job. Bob Fant stated it was talked about last year, why wasn't it in
the budget? Curry stated first a truck that wasn't in the budget, now this, what's next? Bob Fant made a motion to
approve the purchase of a new snow plow blade and spreader and Melissia Tomiinson seconded. Motion was
approved with Tom Bramlettand Buddy Curry voting no.
Mayor Barron stated the paving of Main Drive has been in the budget for 2 years and $150,000.00 was budgeted this
year. An engineering drawingshowed Springdale has ownership on the east end. Mayor Van Hoos has stated that
Springdale will pave it with their equipment if we do it next year and the estimate of cost to Johnson is $70,000.00.
Mayor Barron stated it would be in next year's budget.
Mayor Barron stated that 481" Street is not in the budget Mayor Barron stated Springdale has not said no yet as the
have an interest in aiding access to the ballpark. Mayor Barron stated the spur is a problem because it is so steep and
there are utilities running across it. The council asked for Mayor Barron to get a cost estimate and to pursue the
possibility of help from Springdale.
Mayor Barron asked for a motion to pay the bills for the General and Street Funds which the council had reviewed.
Motion to pay these bills was made by Bob Fant and seconded by Clay Dodson. All approved.
Mayor Barren asked fora motion to adjourn which was made by Bob Fantand seconded by Buddy Curry. Ail approved
and the meeting was adjourned at 8:25 PM.
