JOHNSON CITY COUNCIL
MEETING MINUTES
AUGUST 11, 2009


Mayor Lonnie Barron called the meeting to order at 6:00 p.m.
Present were Alderman Bill Burnett, Buddy Curry, Tom Bramlett, Bob Fant and Clay
Dodson. Also present were Connie Test, Secretary for the Johnson Planning Commission,
substituting for Recorder/Treasurer Jennifer Allen, City Attorney Danny Wright, Police
Chief Vernon Sisemore, Street Superintendent Randy Birchfield and Fire Chief Matt
Mills. Alderman Melissia Tomlinson and Building Official Matt Bailey were absent.
Mayor Barron asked for a motion to approve the minutes of the July 14, 2009, council
meeting. Buddy Curry moved to approve the minutes, Bob Fant seconded. All approved
Department Head Reports:
Police Chief Vernon Sisemore stated that there had been hail damage on the cars from the recent storm also that his officers had been able to use a lot of vacation time during the past month.
Fire Chief Matt Mills stated that they were down by 10 calls this year compared to last
year. One firefighter is out on Worker's Comp due to a knee injury. The department
had issued several burn permits and continuing the inspections.
Street Superintendent Randy Birchfield stated that work was continuing on the parking
lots and mowing the street right of ways. The paving on the lot should be done this week
and that there should be 30 spaces.
Building Official Matt Bailey was absent due to an illness in the family but has
submitted his written report
Recorder/Treasurer Jennifer Allen was absent on vacation.
City Attorney Danny Wright reported that the condemnation lawsuit has been filed and
that the Newell lawsuit has been dismissed. There is a letter regarding the Powell
Emergency Services v. City of Johnson in the packet of August agenda.
Mayor Lonnie Barron reported on the parking lot. He advised that the August date for
the Johnson Days activity was cancelled and that a new date had not been scheduled.
Mayor Barren updated the council on the South Johnson situation saying that Fayetteville
had agreed to "come to the table" to talk. Attorney Kieklak was to talk to Fayetteville
and advise that the counter proposal was withdrawn.
Danny Wright reported on the activity that he had with the case. Mayor Baron said that
he had met with Fayetteville mayor but there had been no mention of the south Johnson
situation. Mayor Barron advised that the census would be April 1, 2010, by mail. The
city has receive $3,000 to advertise the upcoming census, to purchase certain items, and
has ordered tote bags. The local mail clerk told Mayor Barron that the Johnson Post
Office is "gone". Nothing official though. Two people have expressed interest in
buying the property. Mayor Barron has received a letter regarding the Springdale
Interchange from Patsy Christy. The 2009 assessed evaluation is down. The PUD
development of Tracy Hoskins is on hold. Mr. Hoskins has a lawsuit with the insurance
office and Mayor Barron has been called regarding testifying next week. Troy Parnell
has talked with Mayor Barron regarding 48 Street extension to Van Asche. APEC is
moving their headquarters to Johnson. Mayor Barron and Bill Burnett gave an update on
proposed trail along Clear Creek regarding the environmental wetlands around Clear
Creek. The park committee is planning a fundraiser lunch on September 15, 2009, at
Willow Creek. The grants are "spade only" and money will be needed for engineering.

3rd reading: Mayor Barron asked for a motion to read the Ordinance by title only. Bob
Fant moved to read the ordinance by title only. Buddy Curry seconded. Roll call: Bill
Burnett, yes; Buddy Curry, yes; Tom Bramlett, yes; Bob Fant, yes; Clay Dodson, yes;
Attorney Danny Wright read the ordinance by title only for the third reading. Mayor
Barron asked for motion to approve the Ordinance. Tom Bramlett moved to approve the
third reading and Buddy Curry seconded. Roll Call: Bill Burnett, yes; Buddy Curry, yes;
Tom Bramlett, yes; Bob Fant, yes; Clay Dodson, yes. ORDANANCE 2009-05 was
approved and becomes effective. Mayor Barron presented ORDINANCE 2009-08: AN ORDINANCE ORDINANCE NO. 2007-14 OF THE CITY OF JOHNSON, ARKANSAS AND
ADOPTING A SQUARE FOOT VALUATION STANDARD FOR CERTAIN
BUILDINGS IN REGARD TO BUILDING PERMIT FEES. Mayor Barron asked for a
motion to read this ordinance by title only. Bob Fant moved to read this ordinance by
title only and was seconded by Buddy Curry. Roll call: Bil) Burnett, yes; Buddy Curry,
yes; Tom Bramlett, yes; Bob Fant, yes; Clay Dodson, yes. City Attorney Danny Wright
read the ordinance by title only. Mayor Barron asked for a motion to suspend the rules
and to continue to the second reading. Bob Fant moved to suspend the rules and continue
to the second reading, Buddy Curry seconded. Roll Call: Bill Burnett, yes; Buddy Curry,
yes; Tom Bramlett, yes; Bob Fant,yes, Clay Dodson, yes. City Attorney Danny Wright
read the Ordinance by title only. Mayor Barron asked for a motion to approve the second
reading. Bob Fant moved to approve the second reading, Bill Burnett seconded. Roll
Call: Bill Burnett, yes; Buddy Curry, yes; Tom Bramlett, yes; Bob Fant, yes; Clay
Dodson, yes. Mayor Barron asked for motion to suspend the rules and continue to the
third reading by title only. Buddy Curry moved to suspend the rules and continue to the
third reading by title only, Tom Bramlett seconded. Roll call: Bill Burnett, yes; Buddy
Curry, yes; Tom Bramlett, yes; Bob Fant, yes; Clay Dodson, yes. City Attorney, Danny
Wright read the Ordinance by title only. Mayor Barron asked for a motion to approve the

and becomes effective 8/11/09
