JOHNSON CITY COUNCIL
MEETING MINUTES
SEPTEMBER 9, 2009


Mayor Lonnie Barron called the meeting to order at 6:00 pm.
Present were Aldermen Bill Burnett, Buddy Curry, Tom Brarmlett, Bob Fant and Clay Dodson.
Aiso present were Recorder/Treasurer Jennifer Allen, City Attorney Danny Wright, Police Chief
Vemon Sisemore, Street Superintendent Randy Birchfieid and Fire Marshall Herb Beitel.
Alderman Melissia TomSinson and Fire Chief Matt Mills were absent.
Mayor Barron asked for a motion to approve the minutes of the August 11, 2009 council
meeting. Bob Fant made a motion to approve the minutes and Tom Bramieti seconded. All approved.
Department Head Reports:
Police Chief Vernon Sisemore stated there had been 21 new cases opened with 10 closed and
3 pending. Chief Sisemore stated the two largest caii volumes were false alarms and animal
contral and there is no place to keep the animals. Chief Sisemore stated an officer resigned for personal reasons.
Fire Marsha! Herb Beitel stated the JAVFD had received 185 calis year to date. Beite! stated
two fire fighters had just returned from a truck operations class.
Street Superintendent Randy Birchfieid stated the City Fall Clean Up would be September 12-
28, 2009. Birchfieid stated his department had been working on the PD parking lot. Birchfieid stated Time Striping had striped Cariey, Main, Great House Springs and Eimore. Bob Fant stated Cariey was crooked and we should not pay them. Mayor Barron stated he would write a letter.
Mayor Barron stated Buiiding Official Matt Bailey had resigned and Richard Whittaker is
covering inspections. Mayor Barron stated the city is taking applications and advertising for a candidate to fill the position; 11 applications have been received as of today.
Recorder/Treasurer Jennifer Allen had nothing new to report.
City Attorney Danny Wright stated the city has been sued by W.G. Land Company; he and
Thomas Kieklak are working on an answer to the suit and would file it by the end of the week.
Wright stated he anticipates the whole process wiil have to start over again. Wright stated he
notified the attorney for Powell Emergency Services that there was no response by the council
to his offer. Wright stated there are no current appeals and no public defender cases. Wright
urged Mayor Barron to press the county judge for animal control help.
Mayor Barron stated the Johnson Post Office would stay open.
Mayor Barron stated an excellent job had been done on the PD parking lot; it was striped and
the stops were put in. Mayor Barron stated the wall was being worked on and was a bigger job than was originally thought
Mayor Barron stated the Street Department was down to only two people; one employee had
resigned and the state people were no longer with us.
Mayor Barron stated the bids for Johnson Road are still slated to be taken in February or
March of 2010, work is still being done to get the date moved up.
Mayor Barron stated Mr. Pamell wants to build a bridge across Clear Creek and continue 48th
Street all the way down to Van Asche and he would donate a wide right of way.
Mayor Barron stated the Johnson Trail Committee was holding an invitation only luncheon at
Ciear Creek Hospital to raise money for engineering; the foundations want to see plans before
donating money for construction.
Mayor Barron stated that Census Day would be Aprii 1, 2010; the city purchased some
advertising items to promote the Census that will be paid for by the Census Bureau.
Mayor Barron stated that Tracy Hoskins lost The Steps at Joyce lawsuit and he was not sure
why. Mayor Barron stated that the result is that the street will be ieft open even though it is
dangerous.

New Business:
Mayor Barron Presented the Agreed Upon Procedures Reports for the 2007 and 2008 Audits.
Mayor Barron stated the procedural Issues from 2007 were taken care of at the first of 2008,
and the only item on the 2008 report was that the 2007 report was not discussed in open
council. Bob Fant stated he was glad to see the items from the previous administration were
taken care of and made a motion to approve both reports. Buddy Curry seconded and all
approved.
Mayor Barren asked for a motion to pay the bills from the General Fund, Street Fund, Act S88
Fund and Court Automation Fund that the council had reviewed. Bob Fant made a motion to
pay the bills and Buddy Curry seconded. Al! approved.
Mayor Barron asked for a motion to adjourn which was made by Bob Fant and seconded by Tom Bramlett. All approved and the meeting was adjourned at 6:38 PM.
