JOHNSON CITY COUNCIL
MEETING MINUTES
FEBRUARYS, 2010
Mayor Lonnle Barron called the meeting to order at 6:00 pm.
Present were Aldermen Melissia Tomlinson, Buddy Curry, Bob Fant, and Clay Dodson. Also
present were Recorder/Treasurer Jennifer Allen, City Attorney Danny Wright, Police Chief
Vernon Sisemore, Fire Chief Matt Mills and Building Official Paul Sullins. Street Superintendent
Randy Birchfield and Aldermen Bill Burnett and Tom Bramlett were absent.
Mayor Barron welcomed a boy scout in the audience who was required to attend a city council
meeting for a scout project.
Mayor Barron asked for a motion to approve the minutes of the January 12, 2009 council
meeting. Bob Fant made a motion to approve the minutes with those corrections and Buddy
Curry seconded. All approved.
Mayor Barron asked for a motion to approve the minutes of the January 18, 2009 special
council meeting. Bob Fant made a motion to approve the minutes with those corrections and
Clay Dodson seconded. All approved.
Department Head Reports:
Police Chief Vernon Sisemore stated there had been 21 new cases opened with 17 closed.
Chief Sisemore stated an officer injured his knee, but it had been quiet other than the bad
weather. Chief Sisemore stated officers were using vacation. Chief Sisemore stated that
through Clay Wilson's contacts they have been able to get bulk oil and supplies to do work on
the cars ourselves dropping the cost of an oil change from $52 to $14 and a brake job from
$700 to $384.
Fire Chief Matt Mills stated that there were 20 calls for service year to date including two
structure fires. Chief Mills stated there had been extended staffing January 28 -30 due to the
bad weather. Chief Mills stated the air packs and masks are certified and ladders are scheduled
for March. Chief Mills stated Herb Beitei had received some additional training.
Mayor Barren stated Street Superintendent Randy Birchfield had surgery this morning and
came through just fine. Mayor Barron stated the department was doing a good job of keeping
the streets clear.
Building Official Paul Sullins stated he received training through the state for plumbing
inspections and received his residential electric certificate.
Recorder/Treasurer Jennifer Allen thanked the Alderman for returning their Statement of
Financial Interest Forms.
City Attorney Danny Wright stated he attended the winter Municipal League meeting and
brought back a list of the differences between a city of the first class and a city of the second
class. Wright stated the Powell Emergency Services suit settled on Monday. Wright gave a
report on the meeting he and Tom Kieklak had with the WG Land Company attorneys.
Mayor Barren asked the council to approve his appointing a committee to make
recommendations on moving the fire department from volunteer to full time. Melissia Tomlinson
moved to approve the committee and Clay Dodson seconded. All approved. Mayor Barren
stated a safer grant was applied for that will pay for five fire fighters salaries and benefits.
Mayor Barron stated he had meetings on the Johnson Road project, contacted the state
highway commission and the governor's office. Discussion was had.
Mayor Barron stated the trail committee needs $17,000 to complete the engineering in order to
get money from the Walton Family Foundation for construction. Mayor Barron stated SWEPCO
donated $2,500 and he asked Ozark Electric to match that.
Mayor Barron stated a grant had been completed for a restroom in the park.
Mayor Barron stated three bids of less than $4,000 have been received for a fence on top of the
wall in front of the PD and they would be discussed next month.
Mayor Barron stated census day will be April 1, 2010 and he anticipates there to be an increase
in advertising from the census people as the date gets closer.
Mayor Barron asked for a motion to pay the bills from the Genera! Fund, Street Fund, Act 988
Fund, Warrant Service Fund and Court Automation Fund that the council had reviewed. Buddy
Curry made a motion to pay the bills and Bob Fant seconded. All approved.
City Attorney Danny Wright stated his annual report to the city was available in the office.
Mayor Barron asked for a motion to adjourn which was made by Buddy Curry and seconded by
Bob Fant. All approved and the meeting was adjourned at 7:03 PM.
