JOHNSON CITY COUNCIL
MEETING MINUTES
MAY 10, 2010


Mayor Lonnie Barren called the meeting to order at 6:02 pm.
Present were Aldermen Melissia Tomlinson, Buddy Curry, Tom Bramlett, and Clay Dodson.
Also present were Recorder/Treasurer Jennifer Allen, City Attorney Danny Wright, Police Chief
Vernon Sisemore, Fire Chief Matt Mills, Street Superintendent Randy Birchfield and Building
Official Paul Sullins. Council members Bob Fant and Bill Burnett were absent.
Mayor Barron asked fora motion to approve the minutes of the April 13, 2010 council meeting.
Buddy Curry stated Bob Fant requested balances the day of the meeting, not him. Tom
Bramlett made a motion to approve the minutes with this correction and Buddy Curry seconded.
All approved.
Department Head Reports:
Police Chief Vemon Sisemore stated the department has been busy - 37 cases opened and 30
of those closed. Chief Sisemore stated there have been some break-ins; a motorcycle was
recovered and they have a lead on some stolen guns. Chief Sisemore stated the department
has suspended the home storage of police units to cut costs, so officers are not taking the units
home. Chief Sisemore stated once the city finances level out they will look at reinstating the
take home policy. Mayor Lonnie Barron stated the department has done a good job holding
expenses down.
Fire Chief Matt Mills stated there had been 24 calls for service and the firefighters were
continuing training through the State Fire Academy.
Street Superintendent Randy Birchfield stated the department has been patching asphalt and
begun the spring mowing and spraying. Birchfield stated he was glad to be back and the boys
had done a fine job while he was gone.
Building Official Paul Sullins stated inspections were up and there had been four building
permits issued.
Recorder/Treasurer Jennifer Allen the city's financial state has improved and the $100,000+
property tax expected in May should get us over the downfall. Allen stated effective July 1,
2010, Municipal Health Benefit Fund premiums will increase by 2 classes from a Class 4 to a
Class 6. Allen stated the current monthly cost to the city for employee health insurance is
$10,327.50, but it will increase $2,127.50 per month to $12,455.00. Allen stated the increase
will cost the city $12,765.00 more over the last 6 months of the year. Allen stated she had just
received the 2010 election forms and would have the packets ready before the next meeting for
those wishing to run. Allen stated all packets must be signed for and filing would begin in early
August.
City Attorney Danny Wright stated there were no appeals to Circuit Court. Wright stated the
next step in the WG Land Company situation is a Public hearing to be held Tuesday, June 8,
2010 at 5:30 pm at the Johnson Fire Department with the City Council meeting to follow.
Wright stated the run off election is that same night and City Hall will be occupied. Wright stated
he is awaiting the water and sewer contract; the Fayetteville engineering and the water and
sewer departments have approved it, but it is hung up on Kit Williams' desk. Wright stated the
timeline to get this taken care of is: June 8 - public hearing; June 8 Council meeting - pass
resolutions for small items; July 13 Council meeting pass ordinance on 97+ acres.
Mayor Barron stated the wall would be completed soon if there is no rain; Chief Sisemore has
to help do the caps on top.
Mayor Barron stated the second fire truck needs to have the pump fixed and the estimated cost
will be $8,000 max. Mayor Barron stated the engine oil sensor problem on the ladder truck has
been fixed. Mayor Barron stated they were shooting to lower the ISO Rating from a 5 to a 4.
Mayor Barron stated the $2,700.00 drainage project on the southwest corner of Amberwood
Street and Woodside Lane has been completed.
Mayor Barron stated the trail committee still needs $17,000.00 to complete the engineering of
the project, $13-14,000.00 of which has been pledged by local business people, in order to get
money from the Walton Family Foundation for construction.
Mayor Barron stated there was no change on Johnson Road status - Springdale is still only
willing to do 3 lanes so we will add the other 2 when the street is turned over to the city. Mayor
Barron stated project is still set to bid in February 2011, but they are trying to move it up.
Mayor Barron stated he would like to build a parking lot above city hall by moving the street
material out of the way and striping it to create parking.
Mayor Barron stated there has been some trouble with the trash haulers (Roll Off) - with 60
days notice we can re-bid, so in September or October he would like to give notice and make
any change at the first of the year.
Mayor Barron asked Fire Chief Matt Mills to give a report on the transition committee meeting of
April 19, 2010. Chief Mills stated they would like the city to sign as guarantor of the loan on the
second truck to get individual names off the notes. Chief Mills stated if the trucks could be
transferred to the city's Municipal League insurance, it would save the department $7,000.
Mayor Barron stated the city is still in for a safer grant that will pay for five fire fighters salaries
and benefits. Mayor Barron stated if we get it, can move forward.
City Attorney Danny Wright stated he had some concern about the city adding the fire trucks to
our insurance and that Jennifer and Matt should have a conference call with the Municipal
League.
Mayor Barron stated Allen Canning might give the city the triangle of property between Hewitt
and Ball off Main - but the old building may be part of the deal, too. Buddy Curry stated if we
could get it free, pursue it; the proposition does not have to be accepted.

New Business:
Mayor Barron stated in order to hold the public hearing on June 8, 2010, it must be ratified and
asked for a motion to do so. The notice of the Public Hearing is as follows; A PUBLIC
HEARING ON THE DETACHMENT OF TERRITORY (99 AC, M/L) FROM THE CITY OF
JOHNSON AND ANNEXING SAID TERRITORY INTO THE CITY OF FAYETTEVILLE
PURSUANT TO A.C.A. —14-40-2101 AND FAYETTEVILLE ORDINANCE NO. 5317 WILL BE
HELD BY THE JOHNSON CITY COUNCIL AT 5:30 PM ON TUESDAY THE 8™ OF JUNE,
2010 AT THE JOHNSON VOLUNTEER FIRE DEPARTMENT 5810 S. CARDWELL,
JOHNSON, AR. Tom Bramlett made a motion to approve the public hearing and Buddy Curry
seconded. All Approved.
Mayor Barron asked for a motion to pay the bills from the General Fund, Street Fund, Act 988
Fund, Warrant Service Fund and Court Automation Fund that the council had reviewed. Buddy
Curry made a motion to pay the bills and Tom Bramlett seconded. All approved.
Mayor Barron asked for a motion to adjourn which was made by Buddy Curry and seconded by
Tom Bramlett. All approved and the meeting was adjourned at 7:05 PM.
