JOHNSON CITY COUNCIL
MEETING MINUTES
February 8, 2011
Mayor Lonnie Barron called the meeting to order at 6:03 pm.
Present were Aldermen Bill Burnett, Buddy Curry, Tom Bramlett, Bob Fant and Keith Allen.
Also present were RecorderlTreasurer Jennifer Allen, City Attorney Danny Wright, Police Chief
Vernon Sisemore, Street Superintendent Randy Birchfield, Fire Chief Matt Mills and Building
Official Paul Sullins. Alderman Melissia Tomlinson was absent.
Mayor Barron asked for prayers for Chief Sisemore's father-in-law who is very ill, Melissia's
mother who fell and broke 3 vertebrae in her neck and Miss Florence who fell and broke her
back.
Mayor Barron asked for a motion to approve the minutes of the January 11, 2011 council
meeting. Bob Fant made a motion to approve the minutes and Buddy Curry seconded. All
approved.
Department Head Reports:

Police Chief Vernon Sisemore stated the officers received 56 hours of training and used 91
hours of sick leave due to an outbreak of the flu. Mayor Barron stated Betty Whittaker, Court
Clerk has had surgery and hopes she will continue to improve.
Fire Chief Matt Mills stated they had 20 calls for service, 13 of those in February. Chief Mills
stated the station was being manned 24 hours a day during the storms. Chief Mills stated Jim
Arnold from ISO has visited; actual full survey by the ISO is on March 15, 2011. Chief Mills he
is working on a grant for the heating unit and to pay for Herb's funeral.
Street Superintendent Randy Birchfield stated the department has purchased 18 tons of sand
and gravel and are ready for the next storm. Mayor Barron stated the department has worked
had during the bad weather and it would cost the City money but it was worth it.
Building Official Paul Sullins stated he has purchased updated code books and is studying
them.
RecorderlTreasurer Jennifer Allen stated the City's liquid assets are down due to an increase in
spending. Allen stated that the 2010 Census figure is projected to arrive in the next week and
that will help the City's income.
City Attorney Danny Wright stated Roll Off is now owned by Deffenbaugh Industries and he is
working on changing the contract in their name. Wright stated he has been working on the flood
insurance issue; Colvin's may end up in court to bring them into compliance. Wrigh.t stated
there is one current appeal.
Mayor Barron stated that FEMA could show up without warning. Mayor Barron stated problems
exist with Green Country Nursery, Maverick Properties and the Blessing Golf course
encroaching in the floodway.
Mayor Barron stated a committee had been formed to create the Johnson Switch Festival which
would include a car show, a flea market and food to celebrate the City's so" Anniversary.
Buddy Curry stated the turnout would be better if the money raised goes to someplace like the
Fire Department rather than the City. Parking was discussed. Keith Allen made a motion to hold
the festival and Buddy Curry seconded. All approved.
Mayor Barron stated they hoped to hire an appraiser by the end of the month but other than
that, there was no new information available on the Johnson Road project.
Mayor Barron stated the Aldermen had all received a written report from Kim Hesse about the
progress on the trail.
Unfinished Business:
Mayor Barron recognized City Engineer Steve Hesse who discussed the landscaping issue
around the PO retaining wall. Discussion was had about sod or mulch with ground cover in the
steeper areas. Doug Lambert with Blue Ribbon Lawns, the subcontractor on the project
discussed the options with placing mulch now and plants in the spring. Discussion was had.
Bob Fant made a motion to approve $49,922.44 to complete the job with sod and mulch with
ground cover to make it look as good as possible and was seconded by Bill Burnett. All
approved but Buddy Curry who voted no stating he didn't get the information he wanted.
New Business:
Mayor Barron presented RESOLUTION 2001-01 to approve Danny Hale as the City's grant
writer. City Attorney Danny Wright read the resolution. Bob Fant made a motion to approve the
resolution and Keith Allen seconded. All approved.
Mayor Barron presented ORDINANCE 2011-01: AN ORDINANCE REGULATING
COMMERCIAL SOLID WASTE COLLECTION AND DISPOSAL WITHIN THE CITY OF
JOHNSON, ARKANSAS, REQUIRING REGISTRATION OF HANDLERS OF COMMERCIAL
SOLID WASTE, ESTABLISHING A FEE FOR OVERSIGHT AND FOR OTHER PURPOSES.
City Attorney Danny Wright stated this was to oversee commercial dumpsters in town. Keith
Allen stated there were some discrepancies in the definitions in made a motion to table the
ordinance until next month to get these corrected. Buddy Curry seconded and all approved.
Mayor Barron apologized for the incomplete packets coming early. Mayor Barron stated he
wanted to make sure the Aldermen got some information before the snowstorm that closed City
Hall for the week.
Mayor Barron asked for a motion to pay the bills from the General Fund, Street Fund, Act 988
Fund, Warrant Service Fund and Court Automation Fund that the council had reviewed. Tom
Bramlett made a motion to pay the bills and Bob Fant seconded. All approved.
Mayor Barron asked for a motion to adjourn which was made by Buddy Curry and seconded by
Tom Bramlett. All approved and the meeting was adjourned at 7:08 PM.
