JOHNSON CITY COUNCIL MEETING
JULY 12, 2011


The Johnson City Council was called to order at 6:00 p.m. On July 12,2011, by Recorder/Treasurer,
Jennifer Allen. Jennifer reported that Mayor Barron was in the hospital but improving and should be
out soon. Connie Test recorded the minutes of the meeting. Present were Police Chief Vernon
Sisemore, Recorder/Treasurer Jennifer Allen, City Attorney Danny Wright, Street Superintendent
Randy Birchfield, Building Official Paul Sullins, Fire Chief Matt Mills, Councilmen Melissia Tolinson,
Bill Burnett, Buddy Curry, Tom Bramlett, Bob Fant and Keith Allen.
Bob Fant moved to approve the minutes of the June meeting, Keith Allen seconded and the motion
unanimously passed.
POLICE DEPARTMENT REPORT: 17 cases were open; closed 10; 2 are pending and 5 remain open.
Chief Sisemore reported that they were on a Federal list for surplus military equipment. One of the
vehicles will be given to the Fire Department. Any money spent in this program will not cost the city,
as it will be from the drug funds.
FIRE DEPARTMENT: 21 calls, most were emergency assistance. It was reported that the area is
under burn ban. There have been] 59 calls to date this year, about 1 Yz months ahead of last year.
Reported that Johnson is now a ISO 4 rated city.
STREET DEPARTMENT: Will meet with FEMA on the 28th
• The Agreement between USDA and
Johnson to fix Ball Street bridge was mailed to USDA on July 7th
. They have opened the bid on Main
Drive. Tomlinson Asphalt had the low bid to fix main at $25,419.48. Buddy Curry moved to accept
that bid, Bob Fant seconded and the motion carried. It was discussed the removal of the old bridge at
Cardwell and Randy reported that he had been advised that it was on the historical record. Nothing
further is available on this matter at this time.
BUILDING OFFICIAL: He has been helping Randy with FEMA paperwork. Attended the
Northwest Arkansas Regional Planning meeting as proxy for the mayor. Permits are up some.
RECORDER/TREASURER: The general fund is up slightly; have received checks from
insurance roof damage. Spending freeze is still in effect.
CITY ATTORNEY: Attended the Municipal League meeting. He reported that Johnson will become
the Johnson Department of the Springdale District Court. There will be some savings when this
happens. The Certificate making Johnson a First Class City should be received soon.
It was reported that there were 3 bids for roofing, Perry, Richardson and Husong.. After discussion, in
which several members reported that they were familiar with Husong and that since they were only $30
higher they felt that it was the best company. Some question as to whether their bid included ice and
water barrier. Paul would make sure that they submitted another bid with that written into it.
Keith Allen reported that while out of town he was approached by someone interested in putting a
grocery store in the new development just east of the Mill and asked who should he point them towards
for information.
The committee working on new issues related to Johnson as a First Class City did not meet because the
mayor had not been able to get with them.
RESOLUTION 2011-03: A RESOLUTION MEMORIALIZING THE SUPPORT OF THE CITY OF
JOHNSON FOR THE GREENWAY TRAIL SYSTEM OF NWA AND ACCEPTING
RESPONSIBILITY FOR THE MAINTENANCE AND UPKEEP FOR THOSE PORTIONS WITHIN
JOHNSON UPON COMPLETION AND TRANSFER TO THE CITY.
The Resolution was read by Danny Wright. Bob Fant moved to accept the Resolution; Buddy Curry
seconded and the motion carried unanimously.
Tom Bramlet moved to pay bills, seconded by Keith Allen, motion carried.
Tom Bramlet moved to adjourn and Bob Fant seconded. Motion carried. Meeting adjourned at 7:00
p.m.
