JOHNSON CITY COUNCIL MEETING
MINUTES
JUNE 14, 2011


Jennifer Allen called the meeting to order at 6:00 pm and advised that Mayor Barron was ill. Connie
Test, secretary of the Planning Commission, was present to record the minutes of this meeting.
Present were Aldermen Melissia Tomlinson, Bill Burnett, Buddy Curry, Tom Bramlett, Bob Fant and
Keith Allen.
After a correction on the 3rd page, under New Business, adding the word "no", correcting it to read
"will be NO trailers", Keith Allen moved to accept the minutes, Tom Bramlett seconded and the
minutes were approved unanimously.
DEPARTMENT HEAD REPORTS:
POLICE CHIEF VERNON SISEMORE reported that there were 20 new cases; that traffic had been
slow and had written 87 citations. 56 hours of vacation had been used and that comp time was under
control.
FIRE CHIEF MATT MILLS reported 18 calls for a total of 148 for 2011, which is ahead of 2010.
They did 32 inspections and issued 2 burn permits. They have been testing hydrants. Engine 61 has
some issues, functional but needs to be fixed. They have heard nothing regarding ISO. They will be
working with the MDA FILL A BOOT in August.
STREET SUPERINTENDANT RANDY BIRCHFIELD reported that there were 7 FEMA projects.
That there would be help from FEMA for Main Street but need to get the bids done. It was decided
after discussion that our engineer will do the specs. Randy will submit new bids to the council next
month. Randy and Building Official, Paul Sullins, reported on communication with the Dept of
Agriculture about the Ball Street project.
BUILDING OFFICIAL PAUL SULLINS reported that he attended the Washington County FEMA
meeting, two meetings for the Mayor. They had passed out Johnson Festival Handouts; that he has had
a few building inspections with other activity as shown on his submitted report. Paul reported that he
had spoken with Patsy Christie and was informed that the contract between the appraiser and the
Highway Department was still being discussed but should be signed soon.
RECORDER/TREASURER JENNIFER ALLEN reported that the May taxes have been received; that
the General Fund is up and had paid off the police cars this week.
CITY ATTORNEY DANNY WRlGHT reported that there have been no new lawsuits; discussed the
options of being a 151 Class City; clarified position of Clerk (elected) and treasurer (appointed) in 151
cl4ss City. Could be the same person. Discussed issues regarding the elections and the council
members.
MAYOR LONNIE BARRON was absent due to illness. Jennifer Allen reported that he was improving
slowly. The City did receive the insurance money for the roofs and are getting bids.

UNFINISHED BUSINESS:
Bob Fant reported on the results from the research from the committee on Johnson as a 151 Class City.
Some of their findings are redistricting would be required, poling place in each ward, certain fire
protection issues, changes in election of aldermen. Danny Wright discussed these issues and explained
some options. This committee will meet before the next council meeting.
NEW BUSINESS:
ORDINANCE NO. 2011-04 AN ORDINANCE PROVIDING THAT THE CLERK AND CITY
TREASURER SHALL BE SEPARATE AND THE OFFfCE OF CITY TREASURER SHALL BE AN
APPOINTED OFFICE. Bob Fant suggested that ajob description for each job could be prepared.
Buddy Curry made a motion to table this until July meeting, Keith Allen seconded. The motion carried
unanimously.
ORDINANCE NO. 2011-05 AN ORDINANCE ADDING SECTION 7.24.03 AND 7.24.04 TO 7.24
OF TITLE 7 OF THE JOHNSON MUNICIPAL CODE PROVIDING FOR PUBLIC FIREWORKS
DISPLAYS, DECLARING AN EMERGENCY TO EXIST AND FOR OTHER PURPOSES. Bob Fant
reported that the State requirements are stringent. Matt Mills said that the permit must be signed off by
the Fire Department and the Police Department with or with/out an ordinance. Bob Fant moved to read
the ordinance by title only, Keith Allen seconded. Roll call vote: Melissia Tomlinson -Yes; Bill
Burnett -Yes; Buddy CUlTY-Yes; Tom Bramlett -Yes; Bob Fant -Yes; Keith Allen -Yes.

ORDINANCE NO. 2011-06 AN ORDINANCE AUTHORIZING BORROWING FUNDS FOR THE
ACQUISITION OF FIVE (5) 20] 1 DODGE CHARGER POLICE VEHICLES BY ISSUANCE OF A
PROMISSORY NOTE; PROVIDING FOR SECURITY FOR THE REPAYMENT OF THE
PROMISSORY NOTE; PROVIDING FOR THE PAYMENT OF THE PRINCIPAL OF AND
INTEREST ON THE NOTE; DECLARING AN EMERGENCY; AND PRESCRIBING OTHER
MATTERS RELATING THERETO. Chief Sisemore reported that the cars were ready for pickup but
if another purchaser showed up they could be sold to them. The police cruiser's are only made at
certain times of the year. And when those are sold there will be no more until next year. Jennifer Allen
contributed information on this Ordinance and gave the Mayor's and the Clerk's recommendations to
approve these purchases. There was some discussion on other makes and models of cars and Chief
Sisemore explained his reasons for staying with this automobile.

RESOLUTION 2011-02-RESOLUTION ADOPTING A TRAVEL POLICY FOR EMPLOYEES,
STAFF AND OFFICIALS OF THE CITY OF JOHNSON, ARKANSAS, REPLACING
RESOLUTION 2003-4. Bob Fant moved to pass the Resolution, Buddy Curry seconded and the
motion passed unanimously.
BUSINESS LICENSE APPROVAL FOR PINACLE SECURITY, LLC.OREM UT-Door to Door Sales.
Chief Sizemore reported that this company had an F rating with the Better Business Bureau
~. Buddy Curry made a motion to deny the license, Keith Allen seconded and the
motion passed unanimously
Motion to pay bills by Keith Allen, seconded by Bob Fant, passed unanimously.
