City Council Minutes

Mayor Chris Keeney called the meeting to order at 6:00 pm.
Present were Aldermen Richard McMullen, Bill Burnett, Hunter Haynes, Bob Fant and
Melissa Posinski. Also present were Recorder/Treasurer Jennifer Allen, City Attorney
Danny Wright, Police Chief Vernon Sisemore, Fire Chief Matt Mills, Public Works
Director Gerry Russell and Building Official/Maintenance Specialist Clay Wilson.
Alderman Dan Cross was absent.
Mayor Keeney asked for a motion to approve the minutes of the January 13, 2015
council meeting. Bob Fant made a motion to approve the minutes as written and was
seconded by Melissa Posinski. All approved.
Department Head Reports:
Police Chief Vernon Sisemore stated that 36 new cases were opened and 35 closed.
Chief Sisemore introduced Officer Dominic Vecchi and Officer Charles Brockmeyer, the
newest additions to the department. Chief Sisemore stated Vecchi had a 20 year
military police career and is currently attending the Police Academy. Chief Sisemore
stated Brockmeyer is a certified officer coming to us from Gentry.
Fire Chief Matt Mills stated there were 26 calls for service, and 2 mutual aid calls, one in
Fayetteville and one in Johnson and the mutual aid agreement is working well. Chief
Mills stated the department was able to secure a brush truck for free through the
Forestry Service. Chieif Mills stated the department will be hostng a fund raiser pancake
breakfast on April 18, 2015 from 6:00 to 10:00 arn and invited all to attend.
Public Works Director Gerry Russell stated he attended the Municipal League Winter
Conference in Little Rock. Russell also stated he attended an OSHA class on road safety
and another class on pesticide training and safety. Russell stated his department has
painted the courtroom and changed out City Hall's hot water heater. Russell stated he
is working with a representative from the Illinois Watershed on the plans for the rain
garden and resting area to be built next to the trail.
Building Official/Maintenance Specialist Clay Wilson stated there were 1 new building
permit and 10 mechanical permits issued. Wilson stated he attended the Municipal
League Winter Conference in Little Rock, the OSHA training and a class on the new
energy code. Wilson stated he held a technical plat review meeting and attended the
Planning Commission meeting.
Recorder/Treasurer Jennifer Allen stated State Turnback has been received but
Property taxes and Sales taxes have not. Allen stated significant payments have been
made this month include $5,500 spent on the new Tahoe. Allen stated that for the first
time since 2011 the City has received forfeiture money from the 4th Judicial Drug Task
Force in the amount of $506.45 which was deposited to the Drug Fund account. Allen
stated monies in this account are earmarked for the purchase of a patrol bike for the
trail. Allen asked the Aldermen to please make sure they complete and return the
Statement of Financial Interest forms for 2014 as soon as possible.
City Attorney Danny Wright stated there were 2 appeals pending. Wright stated that
the right of way field work for vacation of the streets has been done by Bates &
Associates and he hopes to have something for the council next month.
Mayor Keeney stated that he is actively pursuing options for the ambulance service
situation. At the last meeting with Central EMS, the discussion was tabled with
Fayetteville until more information is received.
Unfinished Business: none
New Business:
WILKERSON AND MAIN DRIVE. The building is currently rented by Michael Schreiber
and Terri Bitting who run the Bowenwork Center for $650 per month. The 36 month
lease is up at the end of the month. Schreiber stated they are very involved with the
community and have spent about $4,700 renovating the building. Discussion was had.
Bob Fant made a motion to hold the lease over until the next meeting to give the
Mayor time to review rates in the area and work with the tenant. Motion was
seconded by Richard McMullen. All approved.
Mayor Keeney asked for a motion to pay the bills from the General Fund, Street Fund,
Act 988 Fund and Court Automation Fund that the council had reviewed. Bob Fant
made a motion to pay the bills and Richard McMullen seconded. All approved.
Mayor Keeney asked for a motion to adjourn which was made by Bob Fant and
seconded by Melissa Posinski. All approved and the meeting was adjourned at 6:27 pm.
