ORDINANCE NO. 2003-20

-AN ORDINANCE PROVIDING FOR THE AMENDING OF ORDINANCE NO.
2002-14 OF THE CITY OF JOHNSON, ARKANSAS; AMENDING THE
BUDGET FOR THE PERIOD BEGINNING JANUARY 1, 2003 AND ENDING
DECEMBER 31, 2003 AND DECLARING AN EMERGENCY TO EXIST AND
FOR OTHER PURPOSES.
WHEREAS, the City Council has been confronted with revenues and with expenses and
billing in excess of the amounts budgeted in Ordinance No. 2002-19; and,
WHEREAS, it is the opinion of the City Council that the budget adopted by Ordinance No.
2002-19 requires amendment to make appropriations for additional monies to cover expenses for the
year 2003.
NOW, THEREFORE, BE IT ORDAINED, BY THE CITY COUNCIL OF JOHNSON,
ARKANSAS:
SECTION 1: That the budget adopted by Ordinance No. 2002-19, which is known as the
Budget Ordinance for the City of Johnson, for the year 2003, which reflected an estimate of revenues
and expenditures, does not adequately meet the needs of the City of Johnson at the present time.
Exhibit "A" hereto reflects the budget contained in Ordinance No. 2002-19. Exhibit "B" hereto
reflects all changes necessary to enable the City of Johnson to adequately meet the city expenditure
and appropriation needs to conduct business for 2003.
SECTION 2: The respective amounts in Exhibit "B", the amended budget, reflects changes
made in Exhibit "A". That the Exhibit "B" budget for 2003 is hereby approved and adopted by the
City Council of Johnson, Arkansas, as an Amendment to Ordinance 2002-19.
SECTION 3: Whereas, it is necessary for the efficient operation of municipal govermnent
that a budget be planned and adopted and that necessary changes to the 2003 budget be adopted to
bring the 2003 budget into line with actual income and expenditures, therefore, an emergency is
hereby declared to exist and this ordinance, made necessary for the preservation of public peace,
health and safety, shall take effect and be in full force and effect after its passage and approvaL
