ORDINANCE NO. 2014-03
AN ORDINANCE AMENDING CHAPTER 2.48
PERSONNEL POLICY, TITLE 2 OF THE JOHNSON
MUNICIPAL CODE AND ADOPTING A NEW
PERSONNEL POLICY FOR THE CITY OF JOHNSON;
REPEALING SECTION 2.36.05 OF CHAPTER 2.36 POLICE
DEPARTMENT OF TITLE 2 OF THE JOHNSON
MUNICIPAL CODE; AND OTHER MATTERS RELATED
THERETO
\VHEREAS, the Johnson Personnel Committee consists of Gerry Russell, Jamie
Holland, Dan Cross, Richard McMullen and Jennifer Allen.
WHEREAS, the Johnson Personnel Committee has met on numerous occasions,
completed many, many hours of research and investigation into State and Federal law on
personnel issues, and diligently considered changes needed in the City of Johnson Personnel
Handbook.
WHEREAS, the attached City of Johnson Personnel Handbook of 2014 is the product of
the Committee's time, labor and efforts which comes to Council with the unanimous
endorsement of the Committee.
IT IS THEREFORE HEREBY ORDAINED BY THE CITY COUNCIL OF
JOHNSON, ARKANSAS, That:
Section 1: That Sections 2.48.01 and 2.48.02 of Chapter 2.48 Personnel Policy, Title
2 of the Johnson Mnnicipal Code, are hereby amended to read as follows:
"2.48.01 Adopted: The document attached to Ordinance No. 2014-03 entitled
City of Johnson Personnel Handbook of 2014 is hereby adopted as the Personnel Policy
for the City of Johnson, Arkansas, as regards all matters contained therein and shall be
effective as to all employees hired by the City from and after the effective date of that
Ordinance and effective as to all employees who receive a copy of the City of Johnson
Personnel Policy of2014 and sign a Receipt to that effect.
?.48.02 Repeal of Previous Versions/Policies: From and after the effective date
of Ordinance No. 2014-03 all previous versions of the City of Johnson Personnel
Handbook are repealed and all personnel policies inconsistent with the policies set forth
in the City of Johnson Personnel Policy of 2014 are repealed to the extent of such
inconsistencies".

Section 2: That in order to be in compliance with State law concerning payroll and
put all the changes into effect by January 1, 2015, it is necessary to adopt this new personnel
policy prior to December 1, 2014.
Section 3: All provisions in the Johnson Municipal Code, except Sections 2.36.01,
2.36.02, 2.36.03, 2.36.04 and 2.36.06 of Chapter 2.36 in conflict with the provisions of the City
of Johnson Personnel Policy of20 14 are hereby repealed to the extent of such conflict.
Section 4: Section 2.36.05 Liability Insurance of Chapter 2.36 Police Department of
the Johnson Municipal Code is hereby repealed.
