AN ORDINANCE ADOPTING AND ESTABLISHING MINIMUM SPECIFICATIONS
AND REQUIREMENTS RELATING TO THE CONSTRUCTION, IMPROVEMENT, AND
REPAIR OF STREETS IN THE TOWN OF JOHNSON, ARKANSAS, AND DECLARING
AN EMERGENCY.

WHEREAS,  the Town council of the TOWn of Johnson, Arkansas, has found
that it is to the best interests of the  Town of Johnson, Arkansas, and its
inhabitants that minimum specifications and requirements relating to the
construction, improvement, and repair of streets within the Town of Johnson,
Arkansas, or to streets to be constructed in subdivisions coming within the
corporate limits of the Town of Johnson, Arkansas, be adopted,
NOW, THEREFORE, BE IT ORDAINED by the Town Council of the Town of
Johnson, Arkansas:

Section 1: That the speCifications and raquirements relating to
the cons true tion, improvement and repair of streets within the Town of
Johnson, Arkansas, or to streets to be constructed in subdivisions or platted 
addition coming within the Town of Johnson, Arkansas,  as hereinafter  set forth-
oe, and·. the same are hereby, adopted as mitdrnurn requirements for the Town of
Johnson, Arkansas:
a. Rights-of-way, Rights-of-way of all dedicated streets
shall have a minimum.of 35 feet of right-of-way and shall be graded and
finished so as to provide a 28-foot subgrade, a 26 foot finish crown, and a
21 foot prime coat surface and a 20 foot double bituminous treatment surface.
b. Base course shall consist of 9 inches loose m!lasure crushed
stone or hillside gravel compacted to 6 inch depth and graded to provide a
3 inch crown
c. Prime Coat--0. 3 gallon MC-0 asphalt per square yard,

d, Two double seal surface treatments, first and second application
each seal shall provide  0. 35 gallons  RC-2 asphalt per square yard with 35 pounds
 Section 2: Before beginning thE! construction·of any street
within, the· Town of Johnson, Arkansas, or the constru.ction or improvement
.of any street within any subdivision or platted addition to be brought
within. the Town of Johnson, Arkansas, developer or owner who proposes to
construct street improvements shall present to .the Town Council a master
plan of the over-oall s tree't construction proposed, which plan shall show the,
general work to be done, paving with surfacing arid drainage and. other features
for approval.
After approval of the over-all plan and before construction work
is actually started, the owner shall present to the Town Council plans of
construction,  which shall show street grades, drainage, sizes and the grades
·construction  to be done and that construction is to be done in accordance·
with good engineering and construction practices.
Section 3: The Town Council hereoy finds that the public has
been and will be injured through improper street construction and street
improvemnt , and .that this Ordii.arice is necassary for the public health
and safety, and an emergency is hereby declared to exist. This Ordinance
.shall be. in full force and effect from and after  its approval, passage
and publication.
