AN ORDINANCE ADOPTING A MASTER STREET PLAN FOR THE
CITY OF JOHNSON, ARKANSAS, DECLARING AN EMERGENCY
AND FOR OTHER PURPOSES.

WHEREAS, the City Planning Commission of the City of Johnson
'in conformance with Act 186 of 1957 of the General Assembly, State of Arkansas
as amended, caused a "Master Street Plan" to be prepared by the City Planning
Commission for the City of Johnson

WHEREAS, the City Planning Commission of the City of Johnson, Arkansas,
after Notice, as required by law, held a public hearing on DEC 19, 1978
on the question of the adoption or rejection of the said "Master Street Plan" for the
City of Johnson, Arkansas, and

WHEREAS, there appeared no protestants to the adoption of said "Master
Street Plan" as prepared by the City Planning Commission of the City of Johnson.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF JOHNSON, ARKANSAS.
SECTION l:

That the Master Street Plan and Map, as prepared by the City Planning
Commission of the City of Johnson, a copy of which is on file in the office of the
City Clerk, be, and the same is hereby adopted as the "Ivfaster Street Plan" for
the City of Johnson Arkansas. Said "Master Street Plan" Map is hereby made a
part of this Ordinance.

SECTION 2: Purpose and Intent

The purpose of the "Master Street Plan" is to identify the street system
.for the City of Johnson and shall designate the general location, character and
extent of streets, bridges, parkways, playgrounds, parks, and other public buildings
and property, and the general location and extent of public utilities and terminals

whether publicly or privately owned or operated for light, water, sanitation, transporation,
communication, power or other purposes.
SECTION 3: Master Street Plan Classifications
The "Master Street Plan" procides for 3 classifications, which are: Main
Commercial Streets, Secondary Commercial Streets, and Residential Park Streets.
a. Main Commercial Streets. The main purpose o£ this street is to handle
inter-state and inter-city (through) traffic.
b. Secondary Cmnmercial Streets. The main purpose of these streets are
to collect and disperse traffic from the residential park streets to major
commercial streets. A' secondary commercial street may be a few o:r
several blocks in length. It may connect the major streets. A portion
of a•/street may be serving as a secondary commercial street, while the
remaining portion may be of a main commercial or a residential park
street.
c. Residential Park Streets. These streets will primarily handle intracity
traffic.  It may also connect to main commercial streets and
secondary commercial". streets as well.
d. The location of the 3 classifications are indicated on the mao. '"Master
Street Plan. The location of major streets and roads are general; modifications
to location can be made wher existing development or topography
makes it feasible for the planning commission to permit exceptions withdisrupting
the general purpose and intent of the plan.

 

SECTION 4: Rights-of-ways

The desirable rights-of-way for all streets and roads are as follows:
