RESOLUTION 2013-10

A RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF
JOHNSON TO COOPERATE WITH THE CITY OF SPRINGDALE
TO APPLY FOR STP-A FUNDING TO BEGIN
ENVIRONMENTAL AND INITIAL DESIGN WORK TO WIDEN AND
EXTEND 56th STREET FROM DON TYSON PARKWAY TO JOHNSON
MILL BOULEVARD
WHEREAS, the Master Street Plan for the City of Springdale indicates
a north/south connection from Don Tyson Parkway to Johnson Mill Boulevard
known as 56th Street; and
WHEREAS, the City of Johnson Master Street Plan does indicate a
street connecting to Don Tyson Parkway West of I-540, and the Council
concurs in the importance and significance of a connecting street from
Johnson Mill Boulevard to the area of Arvest Ballpark; and
WHEREAS, the improvements are regionally significant due to the
anticipated reduction of congestion on 1-540 by constructing another north/south
corridor as an option for motorists; and
WHEREAS, due to the regional significance STP-A funding may be
available; and
WHEREAS, the City of Springdale plans to partner with the City of
Johnson and apply for STP-A funding for the project; and
WHEREAS, the current application requests $500,000 to be put toward the
environmental studies and initial design work; and
WHEREAS, the local match required for this amount would total 20% of the
requested funding or $100,000; and
WHEREAS, the local match would be split equitably between the City of
Springdale and the City of Johnson based on the linear footage of roadway
currently estimated in each municipality; and
WHEREAS, the current plan indicates that the split would be
approximately 70% for the City of Springdale ($70,000) and 30% for the City of
Johnson ($30,000), and

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL FOR THE
CITY OF JOHNSON, ARKANSAS, that:
1) The City of Johnson is committed to this project and recognizes its
regional significance; and
2) The required matching funds for the environmental and initial design work
are hereby committed out of the General Budget pending the approval of the
application and commitment from the City of Springdale as to their portion of the
local match.
