RESOLUTION 2014-6

A RESOLUTION AMENDING RESOLUTION 2007-03 AND
NOMINATING AND CONFIRMING REPLACEMENT MEMBERS TO
THE JOHNSON PERSONNEL COMMITTEE.
WHEREAS, following the passage of Resolution 2007-03, the Johnson Personnel
Committee met, addressed various issues, made recommendations concerning personnel issues
and then faded from sight and therefore memory.
WHEREAS, since the City is known by the people who work here and those people are
the City's most valuable asset, the Mayor desires to appoint members to this Committee and
'obtain input, reflection and recommendations from them.
WHEREAS, in order to replace all the initial members whose terms have expired and
eventually attain an orderly turnover of Committee members and clarify Committee meetings, it
is necessary to amend Resolution 2007-03.
NOW BE IT THEREFORE RESOLVED BY THE CITY COUNCIL OF
JOHNSON, ARKANSAS that:
Section 1: Section 3:. Chapter A) Composition, Compensation;, paragraph numbered
1, of Resolution 2007-03 is hereby amended to read as follows:
"1) The Committee shall be composed of five (5) members, appointed
by the Mayor and confirmed by the City Council. Vacancies shall be filled by
appointment by the Mayor and confirmed by the City Council. At least one
member of the Committee shall be a current member of the Johnson City Council.
Each member of the Committee shall (except for some of the initial members and
some of the 2014 replacement Committee members) serve a term of three (3)
years; provided, the term of a Committee member who is the representative from

the City Council shall automatically terminate should that committee member no
longer be a member of the Johnson City Council."
Section 2: Section 3:. Chapter A) Composition, Compensation:, paragraph numbered
3) of Resolution 2007-03 is hereby amended to read as follows:
"3) The terms of the initial members (and the 2014 replacement
committee members) of the Committee shall be as follows: Two (2) members
shall be appointed for three (3) years, two (2) members shall be appointed for two
(2) years, and one (1) member shall be appointed for one (1) year; as each of the
initial members of the Committee end their initial appointment term, (and as the
term of each of the 2014 replacement committee members ends), their successors
shall be appointed for three (3) year terms, which shall eventually provide for
approximately one-third of the Committee to have their terms expire each year.
Nothing herein shall prevent an otherwise qualified person from being
reappointed to the Personnel Committee."
Section 3: Section 3:. Chapter B) Meetings of the Committee and
Responsibilities; paragraph numbered 1 of Resolution 2007-03 is hereby amended to
read as follows:
"1) The Committee shall meet as needed but not less than twice per
year. The Committee shall determine the dates for each meeting either by setting
it on a particular day of each month, each quarter, every six months, or at each
Committee meeting, they shall then and there select and announce the date, place
and time for the following meeting; however the Committee chooses to select the
place, time and date for their meetings, the Committee shall post in five (5) public

places, a notice, at least fifteen (15) days before each meeting of the place, date
and time for the next scheduled meeting. The Mayor, Recorder-Treasurer and
each Council member shall receive an email or written notice of each committee
meeting at least ten (10) days before the meeting.
Section 4: In all other respects Resolution 2007-03 is ratified and confirmed.
Section 5: See attached for 2014 replacement Committee member appointments
which are hereby confirmed.
