A RESOLUTION AUTHORIZING EXECUTION OF
AGREEMENT FOR FINANCING AMBULANCE
SERVICES
WHEREAS, A.C.A. §14-14-910, A.C.A. §25-20-101, and A.C.A. §14-266-102
authorize cities and counties to enter into contracts to co-operate or join with each other to
provide emergency and non-emergency medical services and to specify the responsibilities of all
parties;
WHEREAS, the City of Springdale, which currently provides ambulance coverage to
the northern half of the City of Johnson, will cease to provide such coverage on December 31,
2015;
WHEREAS, the City of Johnson only participates in Washington County Regional
Ambulance Authority (WCRAA) to the extent of providing ambulance services to the
southern half of the City;
WHEREAS, to provide ambulance coverage to the area of Johnson no longer served by
the City of Springdale, WCRAA will be required to purchase an additional ambulance with
related equipment and to train and employ additional personnel;
WHEREAS, the continued provision of ambulance service is crucial for the continued
health and safety of all the residents of Johnson;
WHEREAS, the Council acknowledges that the continuing operation of WCRAA will
require close and continued cooperation of all parties; and,
WHEREAS, the City Council desires to join with Washington County and the Cities
of Elm Springs and Tontitown with WCRAA in an interlocal agreement to finance Johnson's
portion of the personnel expenses for hiring and training new employees of WCRAA to allow
WCRAA to fully staff the ambulances and substations required to cover the areas to be added
January 1, 2016.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
JOHNSON, ARKANSAS, That,
Section 1: That the attached Agreement for Financing of Ambulance Services,

which is an interlocal agreement with WCRAA, Washington County, the City of Tontitown and
the City of Elm Springs, to acquire and train personnel to provide first responders and EMTs for
the member entities ofWCRAA beginning January 1, 2016, is hereby accepted and approved.
Section 2: That the Mayor and Recorder-Treasurer are hereby authorized to
execute and deliver to WCRAA duplicate originals of the attached Agreement and to make
payment as called for by the City of Johnson from the general fund.

FOR FINANCING OF AMBULANCE SERVICES
THIS TNTERLOCAL AGREEMENT FOR FINANCING A~BULANCE SERVICES
("Agreement") is made and entered into by and between WASHINGTON COUNTY
REGIONAL AMBULANCE AUTHORITY ("WCRAA"), WASHINGTON COUNTY,
ARKANSAS, ("County") and the cities of ELM SPRINGS, TONTJTOWN and JOHNSON
("Cities").
WHEREAS, A.C.A. §14-14-9 10, A.C.A. §25-20-101, and A.C.A. §14-266-102
authorize cities and counties to enter into contracts to co-operate or join with each other to
provide emergency and non-emergency medical services and to specify the responsibilities of
all parties; and.
WHEREAS, the City of Springdale, which had previously provided ambulance
coverage to the Cities of Elm Springs, Tontitown and the northern half of the City of Johnson
and the unincorporated areas of northern Washington County, will cease to provide such
coverage on December 3 I, 2015; and
WHEREAS, providing ambulance coverage to the areas no longer served by the City
of Springdale will require the purchase of an additional ambulance with related equipment
and the training and employment of additional personnel; and
WHEREAS, all parties acknowledge that the continued provision of ambulance
service is crucial for the continued health and safety of the residents of the named Cities and
the County; and.
WHEREAS, the Cities of Elm Springs and Tontitown do not currently participate in
WCRAA as established in an lnterlocal Agreement in 2008, but anticipate participation
beginning in 201 6; and,
WHEREAS, all parties acknowledge that the continuing operation of WCRAA will
require close and continued cooperation of all parties.
NOW, THEREFORE, IT IS AGREED:
ARTICLE I. FINANCIAL CONTRJBUTION
(a) For and in consideration of WCRAA providing regular ambulance service to the
areas formerly covered by the City of Springdale, each city and the County shall contribute to
training and employment of new persotmel as follows :
(I) From the City of Elm Springs: $23,698~
(2) From the City of Johnson: $28,222;
(3) From the City ofTontitown: $37,979; and

(4) From Washington County: $99,734.
(b) The contributions from the City of Jolmson and Washington County shall be in
addition to, over and above the contributions those entities are now making through the 2008
Jnterlocal Agreement establishing WCRAA.
(c) Each entity may pay out its individual obligations in four (4) equal monthly
installments beginning on August 15, 2015 and continuing in like fashion on the 151h day of
each month until the final payment on November 15, 20 I 5.
ARTICLE 2. EMPLOYMENT OF PERSONNEL BY WASHINGTON COUNTY
REGIONAL AMBULANCE AUTHOR1TY.
The parties acknowledge that the persormel hired pursuant to this lnterlocal
Agreement shall be the employees of WCRAA. WCRAA will assume full responsibility for
human resources obligations for said persormel.
ARTICLE 3. SEVERABILITY.
The provisions of this Agreement are declared to be severable. If any provision hereof
shall be held to be invalid or to be inapplicable to any person or circumstance, such holdings
shall not affect the ability or the applicability of the remainder hereof.
ARTICLE 4. EFFECTIVE DATE.
This Agreement shall not be efTective until approved and signed by all parties in
accordance with the law.
IN WITNESS HERETO, Washington County Regional Ambulance Authority,
Washington County and the Cities of Elm Springs, Johnson, and Tontitown have executed this
document by their duly elected officers who are authorized to represent the respective parties
hereto in assuring the rights and obligations set forth herein this 13th day of
August ,2015 .
