JUNE 6, 2019


Present: Todd Wood, Katherine Hudson, Dan Cross, and Gregg Gainer. Also, Clay Wilson – City of Johnson Building Official, James Geurtz and Sarah Geurtz– Earth plan Development Alternatives (EDA), Juliet Richey, Garver Engineering, four (4) guests.

Public Meeting was called to order by Chairman Dan Cross at 6:00 p.m.

Approval of May 2, 2019 Planning Commission Minutes: A motion was made by Todd Wood and seconded by Katherine Hudson to approve the May 2nd Planning Commission Minutes. All approved.

Old Business:

Update from Zoning Committee.

• Announced dates for Public Input Meetings would be divided into four (4) sections according to like interests.
     o Wilkerson / Main streets and Heritage district.... July 9th from 10:30am – 12:00pm & 1:30pm – 3:00pm
     o Highway District.... July 11th from 10:00am – 12:00pm
     o Mountainous Area District... July 11th from 1:00pm – 3:00pm
     o Residential Districts... July 11th from 5:30pm – 8:00pm
• Discussed proposed code written to distinguish Mines verses Quarry’s with final revision to be presented in July to the Planning Commission.
• Accessory Dwelling Units (ADU).
• Discussed potential code for city admiration to allow developers to take specified actions without having to go before the Planning Commission.

Petition 2019-03: Requesting approval of the FINAL PLAT for Johnson Square Phase 1B, located at the intersection of Johnson Mill Boulevard and Main Drive. Requested by Ryan Evitts of CEI engineering for Johnson Square Holdings, LLC, property owners.

Commissioners discussed procedures involved in recommending an approval of a petition to city counsel based on current guidelines. It was agreed upon by all commissioners present that due to unforeseen circumstances, mainly unseasonably abundant rain, to recommend petition 2019-03 to the July 11, 2019 City Council meeting instead of August 13, 2019. The recommendation is dependent on legal counsel completing the writing of the ordinance to accompany the recommendation.

todd Wood made a motion that petition 2019-03, from May from May 2nd remain intact. The motion was seconded by Katherine Hudson. All Approved.

Chairman Cross asked Mr. Ryan Evitts of CEI engineering for a status report on the street section for Johnson Square along Johnson Mill Bouvard. Mr. Evitts stated the plan was to utilize “dive-in” parking, at 60-degree angles, along Johnson Mill Boulevard.

New Business:
Petition 2019-05: Requesting a PROPERTY LINE ADJUSTMENT for property located at 5467 Crescent Street. Requested by Bates and Associates for Cory and Julia Vaughn and Johnson Square Holdings, LLC, property owners.

Motion to approve Petition 2019-05 was made by Gregg Gainer with the condition all criteria from E.D.A first be fulfilled before petition 2019-05 be approved. The Motion was seconded by Todd Wood. All approved.

Mr. Wilson remediated the importance of changes to minor allowances to the application process to allow city admiration to make in-house decisions without the applicant having to appear before the planning commission; thus, expediting the development process.

Motion to adjourn Planning Commission meeting was made by Gregg Gainer and seconded by Katherine Hudson. All approved. Adjourned at 6:57
